Staff said the process is intended to streamline approvals for qualifying projects (including some developments influenced by the Live Local Act) while preserving review authority for other boards where required.
City staff explained that appeals of an LDR administrator decision would be processed through Article 12 and heard by the Board of Adjustment. Several commissioners raised questions about interaction with historic‑district processes; staff confirmed that Certificates of Appropriateness and historic‑preservation reviews are separate and would not be bypassed by the administrative approval process.
Board members discussed the three versions previously presented and concurred the version on the table best preserved local review where needed. After discussion a motion to approve LDR25‑02 as amended passed by roll call (Miss McCollum — yes; Miss Wilson — yes; Miss Douglas — yes; Miss Johnson — yes; Mister Carlucci — yes; Mister Laidick — yes).
Next steps: The approved amendment will be processed per ordinance procedures and staff will continue to coordinate with other review bodies (Board of Adjustment, Historic Preservation Commission) to define procedural interfaces.
