County warns of $1.3M 2026 shortfall after Republic Services rate change; mayors must decide whether to rejoin contract

Weber County staff informed commissioners on Jan. 5 that Republic Services provided notice of a hauling-rate increase, moving the county's tipping rate from $35.79 to $36.37 as of Jan. 1. The county—ontract with Republic runs through June 30, 2026.
Solid-waste staff told the commission the increase includes a $1.15 per-ton pass-through from MBI, of which Republic is passing 58 cents per ton to the county; that translates to roughly a 1.6% increase in the county rate. Staff said Republic will not recommit without clear buy-in from the cities and warned inconsistent city commitments undermine negotiations.
Staff projected a potential $1.3 million loss for 2026 if cities do not rejoin the county contract, and reported a current fund balance of about $6,000,000. Commissioners asked Mayor Allen and city mayors to coordinate and present a plan; staff proposed a May 1 deadline to give the county time to plan operations or pursue alternatives such as leasing the transfer-station operation to a private operator.
Commissioners said the county has repeatedly notified cities of the timeline and urged quicker municipal action; staff said even if Republic returned, county operating reserves and capital-improvement requirements could still leave a significant deficit.
Next steps: staff will present the county—onversation to city mayors and to the interlocal committee; the commission asked for an update at or before the May deadline so operational decisions can be made before contract expiration.
