Cayuga County secures housing study funding, authorizes countywide economic development RFP

Planning staff reported to the Cayuga County Legislature that the county has assembled funding and will move forward with a countywide housing study and a separate economic development strategy.
The housing study funding package described included $100,000 from the Northern Border Regional Commission, $20,000 from the Auburn Housing Authority, $20,000 from the County IDA, and $10,000 in-kind/data support from the state (described in the meeting as a Department of State contribution). The planning director said the resolution before the legislature authorizes staff to work with the purchasing director to release an RFP and hire a consultant to perform the countywide housing study.
Separately, the legislature authorized using $70,000 of the $150,000 allocated for economic development in the 2026 budget to develop a countywide economic development strategy. The project’s stated goal is to identify partnership roles across municipalities and agencies and to provide guidance for moving forward, with the hope the resulting work can inform budgeting for 2027. The planning director said the Camoy (sic) report will serve as a basis for the work and she plans to share a draft RFP with members before it goes out.
Members asked about the timing so that findings could be considered during next year’s budget process; staff said they aim to complete the consultant work before the end of the year so it could be integrated into next year’s budgeting and into the countywide strategic plan.
The legislature voted to accept the housing study funding and to authorize development of the economic development RFP.
