County approves two local rezoning requests: Piercer property on Old US-52 and conditional auto service on Trina Lane

The Davidson County Board of Commissioners approved two separate rezoning requests on Jan. 12.
A request by Angie Pierce to rezone approximately 5.65 acres on the east side of Old U.S. Highway 52 (3186 Old US-52) from RA3 to Highway Commercial (HC) was presented by staff as consistent with the Davidson County Land Development Plan's growth-corridor designation. Pierce told commissioners the property had been in her family and that commercial zoning would make the tract more marketable. After staff recommended approval and the board adopted a statement of consistency, the rezoning carried by voice vote.
Later the board considered a conditional rezoning (CZRC) submitted by Shannon Haynes for a 1.67-acre tract accessed from Trina Lane. Haynes said she seeks commercial zoning to insure an existing garage and operate a small automotive maintenance business upon retirement. Staff read proposed conditions into the record, including limits on operations (no Sunday operation, hours of 9 a.m. to 6 p.m.), limits on outside storage (no more than two inoperable vehicles stored outside and only up to six months), a requirement to maintain roadway access for emergency vehicles and a conceptual site plan requirement. Commissioners debated allowing more flexibility in days of operation; the board settled on a floating five-day workweek with no Sunday operations and discussed a 60-decibel property-line noise cap as a reasonable standard.
The board voted to approve the conditional zoning with the agreed-upon conditions. Commissioners emphasized that the conditions travel with the property and that future owners would be bound by them.
Outcome: Angie Pierce rezoning to HC approved; Shannon Haynes conditional CZRC approved with conditions.
