Brad Haynes, Roads Department director, briefed the board on pavement treatment levels, bridge priorities and grant strategy on Jan. 13. He said limited revenue means the department treated about 11% of paved roads last year and sits near 6% this year, and described thin‑lift overlays and in‑house leveling courses as short‑term preservation strategies.
Haynes is developing a bridge replacement package intended for competitive federal bridge funding; he said the package could reach "millions of dollars" and that he is targeting grants that require no local match. He also described a planned 23‑mile grama seal contract and ongoing digitization of department records to improve planning and grant readiness.
Haynes flagged supply‑chain and parts costs, aging equipment that is becoming uneconomic to repair, and the need to begin a targeted savings fund to maintain PCI and support bigger overlays when grants are not available.
