Nicole Keith, behavioral health program manager, asked the board to authorize submission of an application to the Oregon Criminal Justice Commission for the 'Impacts' grant program, which supports community-based treatment and crisis stabilization services.
Keith said the county has previously received awards that funded after‑hours staffing at the stabilization center, enabling local law enforcement to divert people in crisis from emergency departments or jail. She said the county has used past funding to support approximately 12 FTE for after‑hours services and described the program's goals as improving access to community‑based treatment and reducing unnecessary criminal‑justice contacts.
On the proposed application period, Keith explained the request would cover a multiyear span through Aug. 31, 2027, and that the program allows some backdating if necessary. Commissioners asked for and received usage breakdowns, jurisdictional proportions of clients served and average hold times; one commissioner noted that approximately 16.87% of individuals brought in were transported by law enforcement voluntarily and that the average stay was about 10.3 hours (per memo/staff report).
A motion to authorize submittal of the application was moved, seconded and approved unanimously.
Staff will submit the application and return to the board with updates if the award is made and with any budgetary requests associated with award acceptance.
