Cibolo approves three‑year Esri enterprise agreement for GIS services

Cibolo City Council approved a three‑year Esri Small Municipal & County Government enterprise agreement (through DIR CPO 4699) at the Jan. 13 meeting. Staff explained the agreement will move many GIS services from online subscriptions to an in‑house enterprise configuration, provide server equipment and increase licensing available to planning, public works and other departments.
Tracy Beekman and IT staff described the change as one that will improve internal access to mapping layers — water lines, sewer lines, fire hydrants — and support other systems that rely on GIS, such as SeeClickFix and an asset management tool. Staff said year 1 costs are essentially covered in the current budget and that years 2–3 include a modest increase to cover server and licensing costs.
Councilmembers asked clarifying questions about whether GIS staff would perform surveying or simply manage layers; staff responded that survey data is collected by planning or public works and then integrated into the GIS. After discussion the council made a motion and approved the agreement.
