Cibolo City Council voted Jan. 13 to participate in Guadalupe County’s master drainage plan under the Texas Water Development Board flood infrastructure fund.
City engineering staff and a county representative explained the county is preparing a Flood Mitigation Evaluation (FME) application that covers the western third of the county and includes areas within Cibolo; the county representative said the application ranked seventh statewide in the most recent scoring round. Staff recommended participation to increase Cibolo’s chances of receiving coordinated flood mitigation study support and to align city and county priorities.
Councilmember discussion emphasized that the county project would not preclude Cibolo from pursuing future, city‑specific flood infrastructure applications such as funding for low‑water crossing improvements. Following questions about the fund and scoring process, council moved and approved resolution 13c to participate in the county master drainage plan.
Staff said participation allows the city to coordinate on regional flood mitigation analysis and to potentially benefit from the county’s application process to the Texas Water Development Board.
