Staff told the commission the applicant’s proposal includes wrap-around siding on the first floor (north, west and east facades), painting the first and second floors an off-white tone, and adding dark bronze metal awnings and matching roof trim. “We recommend approval of the project with the condition that they modify those plans to include the proposed siding on the 1st Floor south elevation to an extent that satisfies our design guidelines,” staff said during the presentation.
Applicant James Carroll said the design was updated to wrap the panel siding and to paint the remainder of the first floor the same color so the lower level reads consistently. Commissioners asked about the siding material; staff and the applicant identified it as a painted cement-fiber panel (Hardie-type) siding rather than stucco and confirmed sample boards were available.
Several commissioners weighed in on how broadly the siding should extend. One commissioner advocated four-sided architecture, suggesting the siding continue around corners to visually tie the building together; another said the project should preserve the intended look shown in the applicant’s rendering and focus on the entry. After discussion, the commission adopted the staff-recommended condition to extend the first-floor treatment to the visible portion of the south elevation.
A motion to approve the certificate of design compliance, with the condition that the applicant submit updated elevations showing the extended lower-level siding and return those elevations to the chair for final review, passed unanimously. The minutes record the motion and a unanimous vote but do not list individual vote tallies by name.
