Cottonwood Heights officials on June 17 honored recent police promotions and swore in several new officers in a brief ceremony before the city council.
Chief Russo introduced the personnel actions, naming Chris McHugh as a newly promoted captain and Lance as a newly promoted sergeant. The chief also identified new hires Nick Allred and Zach Lamb and introduced Kelly (Cali) Manning, who will attend the police academy in July. Family members were invited to pin badges and Tiffany administered the oath of office.
Several of the new officers addressed the council. Manning said she transitioned from work as a certified nursing assistant and enlisted in policing to "make a difference in someone's life every single day" and to be "a voice for the people that can't speak for themselves." Zach Lamb described moving from a sales career and cited family support for his choice to join law enforcement. Nick Allred noted a military background and past service with Cedar City Police.
Mayor Mike Quickers and council members congratulated the officers and thanked department families for their support. Chief Russo invited questions from the council, noting the ceremony was unannounced for the officers and emphasizing the department's appreciation for staff and community support.
The swearing-in and promotions restate personnel actions the council acknowledged on the public record; no vote or ordinance was required for the personnel appointments during the meeting.
The city did not announce additional personnel details (salary, academy timeline beyond the July start for Manning, or assignment shifts) at the meeting.
