City staff reported that the grant‑funded Creek Road frontage improvement project — which would infill two sidewalk gaps at 7425 South and 2175 East — received a low bid of $112,000, substantially below a prior estimate near $262,000.
Ben (staff) said the low bid was about as good as the city could hope for and that the city’s match will be reduced accordingly. Finance staff noted the city-budgeted match and said the combined stormwater and transportation impact fees available for related improvements are under approximately $200,000; staff added that the impact fees must be attributed to the originating development and that typical use windows apply.
Councilmembers reacted positively to the lower bid and thanked staff. No final contract award vote was recorded in the work session; staff said the resolution to ratify the bid award (Resolution 2025‑56) will be on the business meeting agenda for formal consideration.
