During the Aug. 5 work session, council agreed to several procedural items. Staff reported that the applicant for agenda items 4.1–4.3 requested a continuance; the council directed staff to continue those items to the Aug. 19 business meeting.
Near the end of the work session, the mayor entertained a motion to move from the work session into a closed meeting to discuss character and professional competence (personnel-related). A councilmember moved to enter a closed meeting and another councilmember seconded; the mayor called the voice vote and members responded 'Aye,' and the council moved into closed session. The closed meeting was not recorded per council procedures.
No additional formal roll-call vote tallies were provided in the transcript for these procedural motions.
