City staff briefed council on two legacy CDRA (RDA/TIF) project areas that together hold about $1.6 million in funds and will sunset in coming years. Scott (finance) explained staff identified roughly $349,000 that is eligible for reimbursement to the general fund for road and trail projects previously funded from general revenues; that breaks down to roughly $75,000 from the Cottonwood corporate area and $273,000 from the Fort Union/Union Park area.
Jared and Public Works staff outlined potential uses for remaining funds within the Fort Union/Union Park RDA: completion of recent median beautification work along Union Park, reconstruction of the east side of Union Park Boulevard from I-215 to 1300 East (an estimated unit-price rough order of magnitude was cited at roughly $8.75 per square foot or unit-based metric provided by the contractor), and targeted pedestrian-safety enhancements near the Big Cottonwood Trail crossing (improved crossings or raised features, estimated $50–75k per crossing for preliminary planning). Staff also proposed contributing a portion of available funds to a regional Moderate-Income Housing Program investment fund to help meet statutory MIHP expectations.
Councilmembers asked for prioritization criteria and confirmation that funds must be spent within the defined RDA areas. Staff confirmed project eligibility is limited to the RDA boundaries and that a September budget amendment/journal entry will be needed to record reimbursements and reallocate dollars to capital projects. Council asked staff to develop project scopes and budget adjustments for council approval in the fall.
