Council member Burrell presented a bike‑safety briefing that summarized national and state guidance and outlined the on‑street bike treatments used in Cottonwood Heights (buffered bike lanes, parking‑adjacent lanes, curbside lanes, shoulders and sharrows). She reviewed House Bill 290, which the presentation characterized as prohibiting parking or driving within bike lanes, and explained that the bill encourages safer design and education rather than punitive enforcement.
Council discussed three Bike Utah design options for 2300 East: (1) narrow vehicle lanes and provide parking on one side to create a protected bike lane; (2) similar single‑side parking that uses parked cars as a physical buffer for cyclists; and (3) an off‑road two‑way cycle track that separates cyclist movement from motor vehicles. Council members raised practical concerns about single‑side parking forcing some pedestrians to cross the street to reach their homes, accessibility for residents with limited driveway options, maintenance and debris that forces cyclists into traffic, and public education if multiple bike‑lane treatments are used across the city.
Members asked staff to obtain a targeted assessment from Bike Utah for key corridors (2300 East, 2700 East) with recommendations tailored to local road geometry and usage. The council emphasized prioritizing safety and a single, easy‑to‑understand approach for the public where possible; staff said they will solicit a technical recommendation from Bike Utah and report back.
