Cumberland Heights city staff presented a draft public survey intended to gather resident input on property taxes, service levels and spending priorities.
City Manager Jared Kerber and staff walked the council through proposed questions that ask, for example, how much of property tax respondents understand goes to the city and which municipal services residents value. Council members repeatedly urged clearer wording and suggested the survey start with a concise list of services the city actually provides to avoid confusing respondents about overlapping jurisdictions (schools, county levies and other taxing entities).
Several members expressed concern about putting affordability subsidies on a short public survey, saying direct subsidies would be fiscally unrealistic for the city’s current budget. Instead, some recommended asking whether residents would support an "affordable housing implementation study" or similar planning study to identify barriers and options. Councilmembers also recommended keeping the survey simple for broad participation and suggested launching in November when property‑tax information is top of mind for residents.
Staff agreed to revisit and refine question wording, remove or reframe items that could mislead (for example, specific program funding lines that do not go to the city), and to produce a clean draft for another review prior to release.
