Cottonwood Heights, Sandy to study Creek Road crosswalk safety; council urges safe-systems approach and citizen involvement

Staff presented an interlocal agreement with Sandy City to fund a joint crosswalk safety study covering Creek Road (3500 East to Union Park) and associated crosswalks the cities share. The study will evaluate existing crosswalk locations and consider whether some should be removed, upgraded or relocated, and recommend treatments such as raised crossings, islands, or signage.
Council members emphasized the importance of using a Safe Systems approach and asked that citizen petitions previously filed be taken into account. Staff said the SOQ and selection materials incorporate Wasatch Front Safe Systems/CSAP principles and that both data-driven analysis and citizen petitions will inform site selection. Staff noted proposals had just been received and will be reviewed jointly with Sandy.
Council requested the ability to have a resident (for example, a member of the Parks, Trails and Open Space subcommittee such as Brad Buswell or Zach Geiger) participate in the review of consultant selection and design recommendations. Staff agreed that city representatives and one resident reviewer could be included in selection and that subcommittees could review design proposals once a consultant is chosen.
Council members said they want the study to prioritize slowing vehicles in danger areas and to tie recommendations to engineering and budget decisions; any construction or upgrades would require follow-up council action and budget approval.
