Board adopts updated rules of procedure with new attendance policy and schedule changes

At its Jan. 5 meeting the Eaton County Board of Commissioners adopted amended rules of procedure that include a new attendance-accountability provision and a schedule change to move Public Works to the second Wednesday of the month at 9 a.m.
The presiding official introduced the amendments as largely grammatical and housekeeping edits, but emphasized the attendance policy change is intended to give the public more transparency and "some accountability" when commissioners are routinely absent. Commissioner Haskell asked whether the policy gives committee chairs unilateral power to raise attendance concerns; Haskell warned that concentrating that initial authority with chairs could allow the majority to "weaponize" the process. Several commissioners noted the policy provides for an appeal to the full board if the commissioner in question contests the chair’s determination.
Commissioner Toomey pressed for clarity on a resignation provision that, as written, says a resignation is effective as of a date established by the chair if the resigning commissioner did not indicate an effective date. Staff and other commissioners explained the intent: when a resignation letter lacks a date the chair must establish an effective date to allow the board to act, whereas a resignation that specifies a later effective date would stand. Toomey said he would prefer the language tightened to avoid incentivizing last-minute resignation submissions.
Discussion also covered scheduling and holiday impacts; staff noted a number of meeting-date changes highlighted in commissioners’ materials and said most adjustments were driven by calendar conflicts such as Veterans Day and the July 4 schedule. After debate, Commissioner Shaver moved to adopt the rules as amended; the motion was seconded and carried by voice vote with at least one recorded "no" during discussion.
Board members and staff agreed edits to the language (for example, on resignation effective dates) could be brought back if commissioners wanted further clarification.
