The Fremont County Board of County Commissioners completed its annual reorganization and approved a slate of routine administrative actions during its January meeting.
A motion to appoint Commissioner Debbie Bell as chair for 2026 was moved and seconded and approved by roll call. The roll call recorded Commissioner Grantham and Commissioner McFaul voting "Aye"; Commissioner Bell said "No" during roll call but the clerk noted the motion required only two votes and the chair declared the motion carried. The board then unanimously appointed Commissioner McFaul as chair pro tem for 2026.
The board approved Resolution No. 1, Series of 2026, designating the county's official depositories for 2026. The depositories named were Sunflower Bank of Canyon City, the Colorado Surplus Asset Fund Trust (CSAFE), ColoTrust and Bank of the San Juans / Glacier Bank. Commissioners said these designations followed the Fremont County treasurer's recommendations.
The board adopted Resolution No. 2, Series of 2026, setting the regular meeting schedule for the second and fourth Tuesdays of each month at 9 a.m. The resolution also establishes a special mid-December meeting for final budget adoption, levy certification and appropriations, and moves the second February meeting to Feb. 19, 2026, because a quorum will not be available on the previously scheduled date.
Resolution No. 3, Series of 2026, designating the Canyon City Daily Record as the county's official newspaper for legal notices and publications, passed by roll call. Commissioners noted the county complies with statutory requirements and said there are discussions at the state level about updating publication requirements for smaller counties that do not have daily newspapers.
Resolution No. 4, Series of 2026, designating official posting places for public meeting notices passed. The board designated the county website (fremontcountyco.gov) and the bulletin boards at the Fremont County Administration Building (615 Macon Avenue, outside Room 105 and at the south entrance) as official posting locations, while noting that social media and YouTube are used for public information but are not official posting places.
The board approved a letter of support and a $3,000 county funding commitment to participate in the Colorado Department of Higher Education's Colorado Opportunity Scholarship Initiative (COSI). By approving Resolution No. 5, Series of 2026, the county authorized partnership to apply for and distribute matching scholarship funds; the Boys and Girls Club of Fremont County will act as the nonprofit fiscal agent for the program.
In administrative reports, County Administrator Tony Perucci summarized county job postings, a new public queuing system called "WaitWell," a DMV statewide system upgrade that will limit services Feb. 17–19, 2026, and a planned relocation of elections and recording offices to be completed by spring. The county clerk presented the November 2025 monthly report showing total motor vehicle fees, sales tax and recording fees of $1,156,776.96; Fremont County's disbursement portion was $673,045.34 (58% of the total), which the clerk said was $85,664.89 more than November 2024 and left the year-to-date collection down $189,992.51 compared with the prior year through November.
A public hearing was scheduled for Jan. 27, 2026, to consider a vacation of a platted alley in Macon Subdivision. Commissioners discussed that McKinley Elementary has been developed on that right-of-way and said the county will correct the platting error at that hearing.
