The Town of Wayne Select Board received an update Jan. 6 on work funded by a $75,000 Community Resilience Partnership grant to produce a hydrological vulnerability assessment that will inform the town’s comprehensive plan.
Paul (Speaker 3), a member of the grant steering committee, told the board the consulting firm BHB has been awarded the contract and recently completed a community assets inventory. He said the steering committee plans a criticality ranking of community‑owned assets, key‑informant interviews to supplement modeling inputs and GIS‑based flood modeling that will incorporate FEMA floodplain data.
Paul said the grant is on track for the tasks outlined in the proposal and emphasized the assessment will consider impacts on vulnerable populations and factors beyond the 100‑year FEMA floodplain, including inundation scenarios that exceed standard floodplain elevations.
Board members asked about the attributes that will determine criticality — such as roads essential to town functions, culvert failures that threaten downstream assets, and potential loss‑of‑life scenarios — and Paul said guidance from BHB includes those considerations. The steering committee will provide periodic updates to the board as modeling and interviews proceed.
What the update means: the assessment will produce prioritized information about town assets and flood vulnerability to help shape the comprehensive plan and future mitigation planning.
