Smyrna council approves resurfacing contract, new parks software and interim public works director

The Smyrna Mayor and City Council unanimously approved a package of contracts, personnel changes and routine items at a meeting where the mayor also paid tribute to the city’s late public works director.

Council approved a not-to-exceed $4,094,504.67 contract to CW Matthews Contracting Company for milling and overlay of approximately 30 city streets, to be paid from 2022 SPLOST funds. The motion was made by Councilmember Welch and seconded by Councilmember Lindley; the roll call recorded the measure as approved 7-0.

Council also authorized the mayor to sign an initial services agreement with Rec Technologies, a parks and recreation registration and facilities-management platform, at an initial cost of $49,700. Councilmember Welch moved the contract, Councilmember Pickens seconded, and the measure passed 7-0.

Other approved business included a reclassification of the water and sewer director and assistant director positions and moving the water and sewer department back under the public works umbrella; the council also authorized two new engineering positions (construction project manager and construction inspector). That motion was passed 7-0.

The council awarded the city’s waste services contract, following evaluation of eight bids, to Georgia Waste Systems LLC under RFP 26-012. The motion passed 7-0. The council approved a quitclaim deed conveying a parcel adjacent to 242641 Brown Circle SE (McGriff Street, Ward 3) and approved appointments to boards and staff roles.

Mayor Mayer announced the appointment of Deputy Public Works Director Paul Osborne as interim public works director; Council approved the appointment by voice vote 7-0. The council also approved appointments of Deputy Fire Chief Dustin Davey and Special Projects Manager Carson Haney as alternate members of the license and variance board, effective 02/01/2026.

During the meeting Mayor Mayer offered a public tribute to longtime city employee Eric Randall, who died of a heart attack on New Year’s Eve. "We lost Eric on New Year's Eve to a heart attack," the mayor said; several councilmembers echoed condolences and recalled Randall’s long service to the city.

The consent agenda (meeting minutes, facility uses and closures, HOA meeting approval and an art-related street closure) was approved in a single motion. All votes taken on formal business items were unanimous, recorded as 7-0. The council adjourned at about 7:32 p.m.
