Board approves IHSS agreement with United Domestic Workers to raise wages and stabilize caregiving

The Board unanimously approved Administrative Item 26, a memorandum of understanding between the In‑Home Supportive Services (IHSS) Public Authority and United Domestic Workers (UDW) that county staff and labor representatives described as a step toward wage increases and greater stability for home‑care providers.
Two home‑care providers who are UDW members, Olga Bravo and Norma Alonso, spoke in support during the pulled‑item public comment period. Bravo said the agreement “brings some stability to home care providers and helps ensure that seniors and people with disabilities can continue receiving consistent quality care in their own homes.” Alonso, who negotiates on behalf of UDW, thanked the board for backing an agreement she said will provide a path to stability and continuity of care for recipients.
Supervisor motions to approve the item carried unanimously. The board emphasized the county’s continued role in funding and implementing the IHSS Public Authority agreement and asked staff to coordinate next steps with the provider community.
What’s next: County staff will implement the MOU terms, communicate changes and timeframes to IHSS providers and recipients, and report back on implementation as required.
