The SHAC devoted a portion of the meeting to a detailed review of member attendance and quorum challenges. Kristen Brown (S3), chair of the bylaws subcommittee, presented attendance data from the prior year showing that, among a 56-member roster, only one of four meetings met quorum and several members attended rarely. "My recommendation is maybe not to change the quorum rules, but to be paying more attention to the attendance of members," S3 said, proposing that the membership committee suggest removal of inactive members under current bylaws.
Members debated options for enforcement versus lowering quorum thresholds. Some urged stronger recruitment messaging that clarifies expectations for attendance; others warned against being overly exclusionary toward volunteer parents. The chair noted the Shac historically accepted parents seeking to volunteer and that after recent outreach some members decided to step away, which helped reach quorum for this meeting.
Discussion included options to require documentation for inactivity or to flag members as "inactive" after repeated missed meetings, with referral to the membership committee for potential removal. S2 suggested more proactive promotion emphasizing attendance expectations when recruiting new members.
No formal bylaw change was proposed or adopted; the group agreed to focus on membership committee processes and to revisit the issue if needed in future meetings.
