On item c, the council approved RFB No. 2026-47-B for the historic downtown guide signs (Project T-SD-0004), awarding a contract to Odum Services in the amount of $165,911. Council member Horne moved to approve the project but shift funding from the capital maintenance fund to the hotel-occupancy tax fund; the mayor seconded, and the motion passed 8–0. Staff indicated budget staff would support switching the funding source.
The council also approved RFB No. 2025-584-B for monuments on Legacy Drive at the Dallas North Tollway, awarding $581,096 to Concord Commercial Services Inc. Caleb Thornhill, director of engineering, described two monuments roughly 15 feet tall with a bronze eagle topping each (bringing total height to about 16.5–17 feet). Thornhill said the Perot family is donating the bronze eagles. A motion to approve the contract passed 8–0.
On zoning, staff reported the applicant for zoning case 2025-16 requested remand to the Feb. 2 Planning & Zoning Commission meeting to incorporate a new tree design. Molly Corio, lead planner, said the new design was not available at packet publication; there were no public speakers on the case. Council member Downs moved to remand the item and the motion passed 8–0.
