The Blacksburg Town Council approved a conditional-use permit and public-dance permit that will allow a restaurant/bar at 130 Jackson Street NW to operate a dance-hall configuration after 10 p.m.
Planning staff presented the application (Commission’s Permit 23-25-3) and summarized the proposal and recommended conditions: the building (about 3,411 square feet) would operate as a restaurant before 10 p.m. with a dining occupancy of up to 188 people, and convert to a dance-hall layout with a capacity of up to 292 people after 10 p.m. Staff noted the property is zoned downtown commercial, that the applicant must obtain and maintain an approved public-dance permit under Blacksburg Municipal Code chapter 4 (amusements, article 4), that police background checks were complete and recommended approval, and that pyrotechnic effects or fireworks would be prohibited.
Applicant Melanie Velis described the venue’s programming and safety plans, saying the operation will offer cultural events, comedy and music and that "safety is top for us," noting ID checks, security staff inside and outside, and plans for exterior security cameras.
Council discussed the planning commission’s recommendation (approved 7–0 with two absences) and the staff conditions and then approved the resolution to grant the CUP and dance-hall permit.
Why it matters: The approval authorizes a new late-night entertainment venue in downtown Blacksburg with specified capacity and safety conditions that the town and applicant said are intended to limit adverse impacts.
What’s next: The applicant must follow staff conditions (obtain the dance-hall permit, install security cameras and lighting, and submit a sign permit) before operating the dance-hall configuration.
