The presiding official described how the recipient discovered the house fire around midnight, alerted nearby residents by sounding a vehicle horn, and, after receiving no response at the door, entered the unlocked home to warn and evacuate an adult man, an adult woman and a household pet. “Through quick thinking, personal courage, and selfless action, the recipient directly prevented the loss of life,” the proclamation said.
Council members delivered the award at the start of the organizational meeting; the presentation was read into the record by the presiding official and received brief verbal acknowledgements from other members. The commendation did not record the recipient’s full name in the meeting transcript.
