The Seminole County Board of County Commissioners unanimously approved a rezone Thursday to Planned Development for roughly 0.47 acres at the southeast corner of Division Street and Wells Avenue to allow a trades office with an accessory warehouse. Senior planner Caitlin Apgar told the board the property's current C-2 zoning and mixed-use future land-use designation support the requested PD classification and that the applicant proposes a floor-area ratio of 0.2, well under the maximum of 1.0 in the future land-use category.
"The proposed development is consistent with the PD criteria," Caitlin Apgar said, noting the plan provides sidewalk connections, bicycle parking and an on-site open-space minimum and that the Planning & Zoning Commission met in December 2025 and unanimously recommended approval. Apgar also said the site will be required to connect to Seminole County water and sewer and that, prior to development, the property will be transferred into Seminole County's water service area to ensure a single utility provider.
Johnny Herbert, the applicant's civil engineer, gave his name and address for the record and said he was available to answer technical questions about site layout. After questions from the board, Commissioner Lockhart moved to approve "based on staff's findings and the testimony and evidence received at the hearing today," saying the request met sections of the Seminole County Land Development Code; the motion was seconded and passed unanimously.
The action rezones the property from C-2, general commercial, to Planned Development and approves the associated development order and master plan; no final engineering or building permit approvals were discussed at the meeting. The board's approval follows staff recommendation and a unanimous Planning & Zoning Commission vote.
