Planning staff introduced the request on behalf of owner Hapo Development LLC and the application was presented by Forest Nance Engineering. Wayne Nance of Forest Nance Engineering told the commission, "We're here in support of the zone change and we're here to answer any questions you all might have," and answered follow-up questions about access and project scope. Staff recommended approval and the commission approved the staff recommendation on voice vote.
The staff packet noted the property location and the change in district classification; three notice letters were mailed and no responses for or against were recorded in the meeting minutes. The approval advances the rezoning step; additional approvals such as platting, infrastructure and building permits will follow as the developer advances the project through the city's development-review process.
