On Jan. 12 the City Commission approved revisions to the City of Newberry land-development regulations (Article 4, §4.2.0.4.0.2) that expand accessory dwelling unit (ADU) allowances, increase maximum ADU size from 1,200 square feet to 1,700 square feet, and clarify utility and septic requirements for large rural parcels.
Staff explained the change responds to questions raised during a recent annexation and reflects comparisons to Alachua County standards. Under the revisions, ADUs remain taxable as separate dwelling units; staff confirmed ADUs may have separate utility meters but are generally assessed as another dwelling for tax and fire-assessment purposes. The ordinance also allows an exception for properties of 10 acres or more not to require attachment to the primary septic system, addressing concerns raised for rural large-parcel development.
Commissioner questions focused on whether ADUs increase assessments and how septic connections would be handled in rural areas. Staff responded that the health department retains authority over septic system approvals and that the changes are designed to avoid unintended consequences for later lot splits. The motion to adopt the ordinance passed unanimously.
