Newberry approves $200,000 easement acquisition from CSX to extend Seaboard Drive

The City Commission on Jan. 12 approved Resolution No. 2026-5 authorizing the acquisition of additional easement area from CSX Transportation to extend Seaboard Drive down to Southwest 15th Avenue.
City Manager described negotiations with CSX and said the city will purchase the needed easement area for $200,000. CSX agreed to a split-payment arrangement to ease budget timing: $100,000 now and $100,000 in the next budget cycle. The city manager said acquiring the easement is a necessary early step; design and construction of the road will be determined later when the commission decides project scope and funding.
The commission voted unanimously to authorize the manager to execute the amendment and take necessary actions; the resolution also authorizes the manager to take steps required to effectuate the acquisition. Commissioners discussed potential additional north–south connections and thanked staff for long-running negotiations with CSX.
