Board advances ordinance to make chief probation officer a board-appointed department head

In a first-reading vote Jan. 13 the Board of Supervisors authorized introduction of an ordinance to make the county chief probation officer an appointment of the board and approved an MOU with the Superior Court to clarify appointment and performance evaluation procedures; the board continued the item for final passage on Jan. 27.
The Board of Supervisors on Jan. 13 opened and approved first reading of an ordinance to specify that the El Dorado County chief probation officer is an appointed department head under the board’s authority.
Allison Winter, chief administrative office staff, told the board the package includes: (1) introduction of the ordinance to make the chief probation officer an appointed department head; (2) waiver of full reading and continuance of the item to Jan. 27 for final passage; (3) a memorandum of understanding with the Superior Court establishing joint appointment and evaluation procedures; and (4) an updated classification specification for the position. The item also disbands the ad hoc committee that had been working on the matter.
Supervisors said the change clarified accountability and removed ambiguities that previously split responsibility between the county and the superior court. Supervisor Vierkamp acknowledged prior shared responsibilities and said centralized accountability under one roof will reduce confusion; other supervisors thanked staff and members of the ad hoc committee for their work.
Supervisor Vierkamp moved the item for approval; the motion received seconds and passed on a recorded vote.
What’s next: the board will return Jan. 27 for the ordinance’s final passage and to authorize execution of the MOU with the Superior Court, after which the chief probation officer role will be implemented under the revised appointment and evaluation structure.
