The Tax Increment Reinvestment Zone No. 1 board on Jan. 13 voted to approve a proposed mural at 502 Convent Street by artist Emily Bayless, committing $10,000 for the project.
Staff told the board the mural was originally approved for a different site with a $7,000 fee but was moved to a larger wall at 502 Convent Street (property owner: KRI Investments LLC). City staff said the fee increase to $10,000 reflects the new wall size and added material and equipment needs.
Emily Bayless, the artist, described the work as a 20-foot-by-30-foot mural that will include silhouettes of birds and butterflies and “well over” 1,000 tile pieces. Bayless said she will need scaffolding and other equipment and estimated about three months of work once funding is available.
A board member moved to approve the project, the motion was seconded and approved by voice vote. For the record, staff stated the project commitment amount as $10,000.
Why it matters: The mural is intended to contribute to downtown placemaking and the arts-oriented character near El Mercado; staff said the piece has property owner consent and reflects earlier design approvals adjusted for the new site.
Next steps: Staff will document the $10,000 commitment and the artist will begin procurement of materials and scheduling once the payment and logistics are finalized.
