The Redondo Beach Housing Authority voted to adopt an amended administrative plan and two resolutions aimed at addressing a funding shortfall and ensuring compliance with the federal Housing Opportunity Through Modernization Act (HOTMA).
Imelda Delgado, housing manager, told the authority that HOTMA contains both mandatory and discretionary changes for HUD-funded programs and that some mandatory updates cannot be implemented until HUD’s reporting system is available. Delgado said staff nevertheless recommended immediate adoption of a set of changes that would help reduce housing-assistance payments and make administrative procedures clearer.
Key changes include revised subsidy standards (two people per bedroom), a $100,000 asset limit to be applied at application (and at staff discretion to annual reviews for current participants), a $50 minimum rent applied to zero-income families, restrictions preventing homeowners from receiving rental assistance if the unit they own is habitable, enhanced document collection procedures, and new provisions to administer targeted programs such as Foster Youth to Independence.
Director Elizabeth House and Delgado said HUD delayed full HOTMA implementation and that the agency’s final implementation schedule was not expected until 01/01/2027; staff urged the authority to adopt those administrative updates now so items that could be implemented without waiting on HUD’s data system could move forward.
Council member Obagi moved to approve resolutions HA2026-1 and HA2026-2 and to adopt the administrative plan. The motion passed 5–0 with two members absent. The board also approved related amendments to the agency’s annual and five-year plans, which staff said are triggered by the administrative-plan changes.
The authority and staff said approved changes would take effect immediately upon adoption with staggered rollout timelines for specific procedures. Staff committed to return to the board with additional revisions to wait-list management and related program details at a future quarterly meeting.
