Hartford council moves consent items, refers committee business and postpones several ordinances

The City of Hartford Court of Common Council approved a consent calendar of mayoral appointments and routine resolutions, received committee reports, made committee referrals, recorded a recusal and postponed a set of items slated for later consideration.

On the consent calendar the council approved several mayoral nominations and resolutions including appointments to the Fair Rent Commission, Hartford Parking Authority Board of Commissioners, Board of Assessment Appeals, Historic Preservation Commission, and the African American and Black History and Culture Commission; the consent calendar items were moved, seconded and passed by roll call.

The council 'received' assorted committee reports involving matters such as a proposed purchase of property at 341–345 Main Street, recommendations from the Capital Region East Coast Greenway Study and proposed amendments to Chapter 18 of the municipal code related to rental-license application timing. Several items (3.1–3.5) were referred to Planning, Economic Development and Housing; Labor, Education, Workforce and Youth; and Operations Management Budget and Government Accountability committees. Councilman Rosado recused himself from items 3.1 and 3.2 because he stated he works for the Hartford Housing Authority; the recusal was noted for the record.

The council postponed several agenda items (including the proposed sale of properties to the Hartford Foundation for Public Giving and ordinances on tenant relocation services, flag display and animal limits) to future dates; a public hearing for one postponed ordinance was scheduled for Jan. 20, 2026 at 7 p.m. The council also withdrew item 5.17, a resolution related to handicap parking policy amendments, after the maker agreed to withdraw the item.

All referred, received, consent and postponement actions were approved by roll call as recorded in the meeting transcript.
