Commission approves $2,000 contribution and concept-fee support for Mallee Recreation Center mural

Nancy Baum, senior services manager at Mallee Recreation Center, presented a proposal to install a mural across a large interior wall at the center to brighten a recently refreshed fitness area used by older-adult patrons. Baum said the center has some funds from the Conservation Trust Fund and is requesting a $2,000 contribution from the Arts & Culture Commission toward the mural project.
Baum described two vendor mock-ups (Ink Monster and SpeedPro) and said staff would solicit additional designs and possibly a community vote on finalists. On process, staff described using a short call-for-portfolios, selecting a small number of artists to produce paid concept sketches, and returning to the commission with concepts in March for final selection.
Commissioners discussed options — painted mural versus vinyl wrap, paying artists ethically for concepts, and prioritizing local artists. Several commissioners recommended paying for concept work and ensuring finalists reflect community input. A motion to fund a $2,000 contribution for the Mallee mural and to cover concept fees (three concepts) was made and approved by voice vote. "Motion carries," the commission recorded.
Next steps: staff will draft the call for portfolios, determine concept compensation, and return with a selection of concepts and final cost estimates for the commission’s March review and public engagement.
