A commenter identified in the meeting as Miss Edwards alleged the city failed to protect participation commitments spelled out in the Scribe contract for the city’s comprehensive plan. She said her company had been identified and approved to participate but subsequently was blocked from performing the contracted work without notice or a contract amendment. She requested an independent compliance and participation audit comparing contractual commitments to work performed to date, corrective action and suspension of payments if warranted.
Separately, Kania Pearson, site coordinator for Mentorship Academy at the Riverside Epicenter, described a free after‑school program for students in grades 3–12. Pearson said the program offers homework help, enrichment like dance, podcasting resources and instructor‑led instruction and distributed flyers and business cards for parents interested in enrolling children.
Mayor Owens thanked both speakers. No immediate council action on the procurement claim was recorded in the meeting transcript; the issue may require follow‑up by staff or an agenda item at a later meeting.
