Representative Kiggins presented the Clarity on Care Options Act to require VA to create and maintain a public, searchable directory of providers who accept CHAMPVA, the VA's civilian health and mental-health program for dependents and survivors.

Wounded Warrior Project and other witnesses supported the proposal, saying that a national registry would help surviving families, caregivers and dependents navigate benefits, locate in-network providers and reduce delays. Members noted CHAMPVA enrollees and caregivers often struggle to find participating providers and that a directory could reduce claim denials and inappropriate out-of-network appointments.

Witnesses said they would follow up with more detailed information on common reasons for CHAMPVA claim delays and enrollment barriers. Representative Kiggins said the directory is a straightforward step to make CHAMPVA more usable in practice for families who rely on it.
