An unidentified speaker told the court the equipment purchase cost $15,875 and the maintenance agreement is $1,500. The official explained that a poll book is a laptop that contains voters’ registration information and “is not a part of the voting system,” adding the devices “allow real time information to prevent” double voting across centers. The court recorded a motion to approve the agreement with ES ES and S election systems and software, with the county judge authorized to sign; the motion, made by Commissioner Tully and seconded by Commissioner Spivey, passed unanimously.
Court members emphasized the procurement’s role in supporting the vote-center workflow rather than vote tabulation. “What a poll book does is that it has the voters' registration information in it,” the official said, noting the system performs real-time checks to prevent voters from casting ballots at more than one location.
