On Jan. 7 the City Council adopted a policies and procedures manual for the Mount Pleasant Economic Development Corporation (EDC) that formalizes employment benefits, fiscal‑agent arrangements and transparency measures.
Kevin Carter, EDC director, said the EDC is a separate corporation whose staff are compensated through an agreement with the city; the EDC pays the city $15,000 annually to act as fiscal agent and the manual establishes that the EDC will follow the city's employee benefit schedules. Carter said the manual includes a travel‑expenditure form and reporting process to provide public transparency for travel and related expenses and that travel forms and receipts will be available on request.
The manual also contains a conflict‑of‑interest statement that employees and board members must sign. Council members asked clarifying questions about who raises red flags in bookkeeping and how monthly financials are reviewed; Carter and other speakers described board approval of budgets, monthly financial reporting to the EDC board, and council oversight via appointed council members who sit on the EDC board.
A council member moved to adopt the policy and procedures manual, a second was recorded, and the council voted to approve the manual (recorded as passed unanimously).
