Senior planner Sahira Cui told the board the proposal, submitted by Chilton Development Services, would create one additional lot and reconfigure three existing lots. "Based on the findings, conclusions, and conditions in the 12/02/2025 staff report, staff recommends approval of the Cooper Hill Subdivision preliminary plat," Cui said. The lots are proposed to range from about 2 to 4.17 acres; all lots would be served by individual on-site septic systems and by the Cowlitz County Public Works water system. Access is proposed from Cooper Hill Court via individual and shared driveways off Shaffron Road; WSDOT required that no direct access to Spirit Lake Highway be provided.
Cui said the planning commission held a public hearing on Dec. 17 and voted unanimously to recommend approval subject to the conditions listed in staff reports. The county opened for public comment at the meeting, received none, and the board moved to a vote where commissioners approved the preliminary plat by voice vote.
Staff will carry conditions of approval into the final plat review and return to the board as required by county code.
