Livingston Parish commissioners approved multiple rezoning items for a large mixed‑use proposal along Juban Road after hearing developer presentations promising substantial investment and residents raising traffic and character concerns.
Derek Murphy of Quality Engineering and Surveying represented the applicant and said site plans were included in the application package. Developer Ross Bruce said the residential component would be a single‑family, renter‑occupied community with on‑site amenities, describing an estimated $40,000,000 investment and suggesting market rents in the $1,850–$2,100 range for two‑ and three‑bedroom units. Bruce and the team said the project would include roughly 5 acres of commercial frontage intended for medical or light retail uses to complement the new Baton Rouge General hospital planned nearby.
Opponents urged the commission to preserve existing commercial frontage and to avoid spot zoning; resident Liz Fennell asked the commission to deny the request, arguing the properties were usable for the existing commercial classification and the parish should prioritize smart commercial growth. Supporters and some nearby property owners said modern residential product and complementary commercial uses would generate tax revenue and private‑sector investment.
Commissioners asked about traffic counts, the roundabout at Buddy Ellis and the number and type of residential units; the applicant said technical engineering and site‑plan details would be required in subsequent planning reviews. After debate and separate votes, the commission recorded approvals for the relevant Juban Road items in the transcript.
The approved rezoning clears the way for the applicant to return with required site plans, drainage studies and any required traffic mitigation measures during the planning and permitting stages.
