Torrington council approves appointments, budget amendment and two zoning ordinances

Mayor Herb Dobie presided over routine city business Tuesday night, and the council approved a package of administrative and budget measures in voice votes with no nays recorded. Items approved included the consent agenda, the mayor’s appointments to city offices and boards, designation of the mayor as part-time, and two zoning ordinances on second reading affecting the Family Dentistry PC subdivision and the Hatton Subdivision.
The council approved the mayor’s annual appointments — including Jim Eddington as city attorney, Matthew Johnson as chief of police, Luis Correa as fire chief, Lynette Strecker as city clerk/treasurer and Jeffrey Harkins as director of public works — after a brief question about residency on the lodging tax board. Councilman Victorin raised a procedural concern about whether a lodging-board member must be a city resident; City Attorney James Eddington said the bylaws were ambiguous and recommended consulting the board if the matter is to be challenged.
The meeting also adopted a FY2026 budget amendment (Resolution 2026-3) to record unanticipated seizure revenue and insurance proceeds and to transfer funds for a replacement pool boiler; Treasurer Lynette Strecker said the total budget adjustment is $122,391.90 and that $64,900 is being allocated to the pool boiler project. "The pool is very important," council members said during discussion, stressing the aim to have the replacement in place before summer.
On land-use business, the council approved second readings of two zoning ordinances: one establishing C-1A zoning for Lots 1 and 2 of the Family Dentistry PC subdivision and another establishing R-3 zoning for specified lots in the Hatton subdivision. Staff reported no public input on either ordinance and recommended approval.
Routine financial matters were completed when the council approved bills for 12/17/2025–01/06/2026. Mayor Dobie closed the meeting with a short round of department reports and adjourned the session.
"Hearing no nays, the consent agenda is approved," Mayor Herb Dobie said during the meeting as the council moved through voice votes.
