Thousand Oaks — On Jan. 12, 2026, the Thousand Oaks Planning Commission voted 4–0 to find the proposed disposition of several city-owned parcels at 401–403 West Hillcrest Drive to the Conejo Recreation and Park District (CRPD) consistent with the Thousand Oaks 2045 General Plan and to recommend that City Council adopt an ordinance approving a development agreement that preserves existing zoning and land‑use designations for 30 years.
Senior Planner Justine Kendall told commissioners staff recommended the commission find the project categorically exempt from the California Environmental Quality Act under the common-sense exception (CEQA Guideline 15061(b)(3)) and categorical exemptions for surplus government property sales (15312) and transfers of ownership interests (15325).
