Placerville planning commission backs draft rules to allow hosted short-term rentals with conditions

The Planning Commission on Jan. 6 recommended that Placerville City Council consider amendments to the city code to permit hosted short-term rentals (STRs) under defined conditions.
Development Services Director Carol Kendrick told the commission the draft would allow "hosted" rentals — where the deeded owner resides on-site — in residential zones meeting the California Building Code R-3 standards, while leaving unhosted STRs limited to specified commercial zones. Key draft elements included a citywide cap of 30 permitted short-term rental units (combined hosted and unhosted), annual permit renewal and reporting, business licensure, transient occupancy tax (TOT) collection, occupancy limits of up to five bedrooms/10 people in residential settings, noise curfews, and record-keeping and inspection provisions.
Commissioners and members of the public raised operational questions: whether missing cross-references in the draft would be completed; how the 30-permit cap would be allocated or prioritized if demand exceeded supply; enforcement and revocation triggers for problem properties; and whether staff should impose an annual limit on nights a hosted rental can operate. Staff said they would insert the applicable administrative-procedure references, remove references to deleted tables, and rely on existing code-enforcement and nuisance provisions to address violations.
The commission voted to forward the draft with the recommended clarifications. Roll call recorded Ayes by Commissioners Stratton, Sylvester and Chair Keeney; Commissioner Smith abstained. The vote was recorded as three in favor with one abstention. The item will move to City Council with staff edits and additional administrative guidance to be added before the council hearing.
Next steps: staff will update the draft to add the missing procedural cross-references and to clarify enforcement and renewal processes before sending the ordinance package to City Council.
