Staff described the proposal as a low-cost placemaking initiative intended to boost cohesion along Graham Avenue, Van Roe and Adair Street and to complement a future streetscape project. Trustees discussed merchant visibility and confirmed the artist would work with individual retailers to avoid covering in-window displays.
A trustee moved and the board voted to authorize the expenditure not to exceed $2,000. Staff said the intention is for the EDTA to seed the project once and for participating businesses to continue it afterward if it proves successful.
The approval came during the consent and small-project portion of the agenda; implementation details, including vendor contracting and a cleanup plan, will be handled by EDTA staff.
