Public works staff presented a draft Active Transportation and Recreational Trails Plan at the Jan. 13 meeting and asked the board to pick two priority projects to receive detailed fact sheets to strengthen competitive grant applications.
Michael Martin, public works director, told the board the plan reflects extensive community outreach and that the California active-transportation grant program has roughly $100 million available annually; he said the grant deadline in the current cycle is June 2026. Staff recommended a short list of priority projects; board members debated feasibility, historic-district constraints and accessibility concerns before reaching consensus to proceed with detailed fact sheets for Valley Springs and Murphy's Main Street (with other sites preserved in the plan as future opportunities).
Board members emphasized that fact sheets are intended to improve grant readiness (design-level scopes and cost estimates) rather than to authorize construction. Staff will return with fact-sheet materials to support applications to regional grant partners and the council of governments (COG).
