The Thousand Oaks City Council approved consent item 9h, which includes installing a new traffic signal at the Pontas/Arbalest intersection and related street‑lighting work. Council member Newman asked that designers consider how adding the signal would affect traffic flow and noted it would be ‘‘the tenth traffic light between Moorpark and Westlake inclusive,’’ expressing concern about signal coordination and the potential for slowing traffic if lights are intentionally out of sync for traffic calming. He also requested that new street lighting be shielded to avoid shining into adjacent homes following prior complaints about light intrusion.
Staff did not identify objections to the project during council discussion. Newman stated he would support the measure with the design considerations noted. The council approved the remaining consent calendar items (with 9h pulled and subsequently adopted) by a recorded vote of 5–0.
What’s next: staff will proceed with the traffic-signal and lighting design and, per the council request, incorporate shielding and lane‑flow considerations in the design process.
