Andover awards $1.45 million street-rehabilitation contract to Pearson Construction

The Andover City Council voted to award the low qualified bid for the 25-02 street rehabilitation project to Pearson Construction LLC of Wichita for an amount not to exceed $1,445,774.82. Rick Landis, director of public works and utilities, said the work is phase 1 of two primarily arterial surface treatments and will include mill-and-overlay work on several arterial streets identified in the bid.
Landis said the project funds will come from the street sales tax fund dedicated to roadway improvements. He told council the city planned major crack repairs earlier to prepare areas for mill-and-overlay and estimated the treatment could delay recurrence of thermal cracking for roughly 10–15 years, though exact longevity is hard to predict.
Council members pressed about scheduling around school sessions; Landis said the contract will include restrictions so work on roads near schools occurs when school is not in session. He also explained the city includes construction days/calendar days and liquidated-damage provisions in contracts to address delays, but the city cannot physically compel a contractor to allocate crews. The council approved the resolution to accept the bid and authorize the mayor to sign the contract.
