The Andover City Council approved a preliminary planned unit development (PUD) called Hodges Eighth Edition on West Turnpike Road, adopting planning commission findings in a 6–0 vote. The PUD replats the previously started Hodges Seventh and expands the project footprint to accommodate a total of 43 duplexes (86 dwelling units) and additional parcels to the MXR (multiple-family mixed residential) district.
Julie Boyd, planning and zoning administrator, said existing duplexes are served by city sanitary sewer and Wichita Water and that the developer intends to extend utilities to serve the remainder of the complex. The plan would convert West Turnpike Road to private access with a single public access point to the north at 21st; the applicant is negotiating with the Turnpike Authority and KDOT for right-of-way and access adjustments.
Council members asked about parking counts and drainage; staff said final parking design will go to the site-plan review committee and that drainage details will be finalized in a later submission. No applicant representative attended the meeting. The council noted a 30-day appeal window following action.
