Votes at a glance: commissioners approve meeting minutes, budget transfers, capital reappropriation and a rate‑study supplemental

Barnstable County commissioners approved several procedural and budget items during the meeting.

Minutes: Commissioners moved and unanimously approved the regular meeting minutes for Dec. 17, 2025 and Jan. 2, 2026 (the Jan. 2 meeting was held virtually).

Grant management outsource: Finance Director Carol Coppola presented a proposal to reallocate salary funds to professional services to outsource grant management (previously handled by CLA, Clifford Larson Allen LLP). After discussion about the county's lack of a federal indirect cost rate and reliance on a de minimis rate for federal grants, the board voted to approve the ordinance transferring funds to cover outsourced grant management.

Capital reappropriation: Commissioners approved a capital reappropriation of $125,000 to replace chiller piping lines, moving funds from a noncritical first district roof replacement appropriation.

Rate‑study supplemental budget: The board approved a supplemental budget ordinance to fund a federal indirect cost and internal/external rate study. An RFP is currently open; the study was described as critical to understanding costs for county departments that provide services to municipalities and to evaluating whether to establish a formal federal indirect cost rate. Funding will come from the unreserved fund balance in the amount of $200,000.

Consent agenda and adjournment: The consent agenda (items A–T, including appointments) was moved and approved, and the meeting adjourned by unanimous vote.
