Planning staff told the commission the 2025 report records 14 Certificates of Appropriateness applications, three public-hazard requests and no national register nominations (outside the evening's item). Staff recommended the commission convert the long list of potential activities into a smaller set of thematic goals with named commissioner "champions" to develop actionable steps.
Commissioners discussed specific outreach and education approaches: partnering with the public library and special collections, creating short "celebration" website snippets for local landmarks, coordinating with Quad City preservation groups, engaging realtors, and exploring school-based programs such as National History Day judging or field trips. Staff cautioned that substantive curricular work with the school district likely requires more time and city funding, and suggested starting with lower-cost partnerships.
Several commissioners urged the commission to present a distilled work plan to the new city council to clarify council support and staffing priorities. One commissioner warned the commission is exposed to legal risk because some local district surveys have not been updated since the 1980s and there is an ongoing legal action in at least one district.
Staff will reorganize the long list into themes, circulate a Word draft for commissioner comment, and bring a refined work plan back for a final vote in February; CLG report materials and proof of presentation to council are required for the CLG submission deadline.
